Sir Mark Stewart, - Sale of Opium (British India, &c.), - To call attention to the system of Government licences for farming out the retail sale of Opium in British India, the Straits Settlements, Hong Kong, British Borneo, and Shanghai; and to move. That, in the opinion of this House, the system at present in force in British India, the Straits Settlements, and Hong Kong, whereby the retail sale of Opium is farmed out to licencees, who have a pecuniary interest in its increased sale, necessarily tends to spread the vicious habit of indulgence in this drug; that the sale of Opium in India and the Crown Colonies ought to be restricted in accordance with the principles recognised in the legislation of the United Kingdom; and that discretionary powers for such sale should be entrusted only to responsible and carefully selected persons upon whose discretion reliance as to sale may be placed. [An early day]
